Chef Bio

Chef Francisco “Chef Cisco” Pomalaza is an award‑winning culinary executive, hospitality consultant, and chef with 15+ years leading high‑performance food & beverage operations across hotels, resorts and restaurants nationwide. A Johnson & Wales University graduate, Chef Cisco blends fine‑dining technique with operational rigor to create guest‑forward menus, scalable systems and measurable financial results.

As Executive Chef at Moxy Washington DC Downtown, Chef Cisco oversees culinary operations, concept execution, and team development, implementing standard operating procedures for food cost control, labor management, and culinary training. He is also managing the launch of the hotel’s new signature restaurant, Rosa’s Diner.

In roles as Corporate Task Force Executive Chef for First Hospitality and Director of Culinary for United Restaurant Hospitality Group, he led multiple hotel and restaurant openings, repositionings, and multi-property turnarounds—standardizing menus, training, inventory, and P&L tools across independent and lifestyle-branded properties, including Hilton and Marriott. 

His fine‑dining experience includes Executive Chef roles at Seminole Hard Rock Hotel & Casino Tampa, NYY Steak, Blue Moon Fish Co., 7th Avenue Social and Three60 Market. He also reopened a prime steakhouse, earning “Best New Restaurant” and regional festival honors.

Founder of Gulf Coast Culinary, Chef Cisco is a talented, passionate consultant focusing on menu development, restaurant and event operations, standard operating procedures, inventory, cost of goods and labor tools. Bilingual in English and Spanish, he has been featured in national and regional media, including Saveur and televised segments.
